Just a comment based purely on the photograph and i apologise now if you have thought of this but the power wires (if that's what i see going down the side of the rudder) look a bit on the thin side to prevent voltage drop under high current demand. The moulding shape of the motor looks very similar to my Minn Kota and the power leads on that are short and hefty.

Not at all Peter,thank you for your concern!What you see is part of a lash-up experimental brake arrangement to  keep the propeller from wind-milling and eventually burning the motor out.
