Title: Shrouds tension

Is it normal for the leward shrouds to be slack or should one adjust the shroud tension?

Normal. 
I keep my shrouds 'nicely tight' when rigging, mainly by tensioning the forestay.  Still, the leeward shrouds flop around on reaches, and the forestay, likewise, when on a run. 
If I made them any tighter, I'd be worried for the whole structure of the boat!

There are several posts on shroud tension but a bit of slack on the leeward shroud is normal.  There is even a photo somewhere with Matt the Yard sailing (I think) a BR20 with a very slack shroud. 

This thread may help https://www.swallowyachtsassociation.org/smf/index.php/topic,2009.0.html.  The most important advice seems to be to tension the shrouds through the forestay, not through the shrouds themselves. Subject always to mast rake being at more or less the correct angle.
